Abstract
The 1945 Constitution emphasizes that the State Structure of the Republic of Indonesia is a state with people's sovereignty. To realize this people's sovereignty, in the third amendment to the 1945 Constitution, a new institution was created, namely the Regional Representative Council as an institution whose function is to carry out checks and balances between institutions and to realize representative functions. as part of the implementation of popular sovereignty, but in practice it has very limited functions, duties and authority in carrying out legislative functions, in its implementation the DPD is only involved in Level 1 and II discussions but does not have the authority to make decisions on draft laws, so in This requires a strengthening or more adequate capacity of the DPD and a refinement of the state structure that better guarantees the sovereignty of the people and the principle of checks and balances between state institutions. Therefore, this thesis aims to, firstly, what is the authority of the Indonesian Regional Representative Council in carrying out legislative functions To Realize People's Sovereignty, secondly, What is the Ideal Function of the Indonesian Regional Representative Council in Carrying out Legislative Functions to Realize People's Sovereignty.
